City of Kawartha Lakes April 16 Special Council Meeting Agenda Addresses Water Budget
April 16, 2013 City of Kawartha Lakes Council will hear water and waste water budget presentations including the budget for system changes to the Omemee water supply, and Omemee Sewage System that could lift the current development freeze in Omemee.

The system changes to the Omemee Sewage Treatment will accommodate winter capacity requirements and eliminate the risk of emergency discharges of effluent to the Pigeon River. The completion of this project will allow for the lifting of the current development freeze

Through an Environmental Assessment process, installation of a Large Subsurface Disposal System (LSSDS) is the preferred option for increasing capacity of the municipal wastewater system and addressing MOE concerns for emergency discharges to the Pigeon River. A detailed engineering design is complete and the project tender closed in December of 2012. Increased costs are related to additional controls, pumping equipment, SCADA control, lagoon elevation control and building improvements not originally scoped as part of the EA but that are necessary for the successful implementation of the LSSDS.
Proposed Omemee Water Supply Changes Tabled
Since the wastewater collection and treatment improvements are currently underway to meet future demands and in keeping with the Provincial Policy statement for future growth, Omemee must have a water servicing plan. A previous study completed by Cambium Environmental identified there is an adequate potable water supply for new growth to 2031. However it is yet to be determined how Omemee will service potential new development and existing development. This project is to undertake a Municipal Class Environmental Assessment of the various options for water supply in Omemee and determine the preferred master servicing plan and cost for the community.
